This term is a mere translation from the English. It is said that ASEAN “wants to become a ‘kong dong che’ and that Europe is already a ‘kong dong che’. One idea that continues to have some influence as a category is that of the “non-barbarian”. This is a negative way of referring to Chinese, Japanese and Koreans – setting them apart, and in opposition to Indonesian and many other “barbarian” groups. The idea of ‘non-barbarian’ is clearly cultural rather than race-based. It is considered possible for a so-called ‘barbarian’ to move from one category to another through education and the adoption of the right culture.
