A new geography of global poverty has emerged where the majority of the global poor now reside in middle-income countries. Too often the structural transformation in economies has yet to provide solutions for persistent problems of deep poverty, food security and inequality. In response, over the last decade policy interventions have principally focused on developing social protection programs as the main instrument for dealing with poverty and inequality.
