China’s rise to prominence provides Beijing with natural influence in shaping global governance. The Chinese Communist Party, however, has never been satisfied with diplomacy, the natural draw of the Chinese market, and cultural soft power. As China’s interests have expanded, the party has stepped up its efforts to mobilize supporters and overseas Chinese to defend those interests. Part of this effort is open and legitimate.
