Innovative bureaucracy is an oxymoron. The slow-grinding and incremental nature of policy development stamps any imagination and creativity out of a bureaucrat. Policy entrepreneurs in the sustainable development field use the United Nations Sustainable Development Goals Agenda as a contagion to spread sustainability principles and ideas across the government ministries.
Their entrepreneurship has to be supported by an innovative bureaucracy that provides opportunities for conflict engagement, responsive coordination, and collective enforcement. The three faces contribute to a long-term conversation around policy integration within public sector institutions. This seminar will tell stories of everyday struggles of policy entrepreneurs to illustrate how innovation emerges. The innovation, when scaled up, may transform the ministerial and sectoral silos that have plagued bureaucracies since their inception.
Ryan Wong is an interdisciplinary PhD scholar interested in the politics of public sector collaboration. He is working with international think tanks to develop a framework for sustainability budgeting and a set of institutional indicators for policy integration.
