This paper contrasts two distinct forms of government at the village level in Indonesia: citizen-based desa and bureaucratic-based kelurahan. Using village-level difference-in-differences and pseudo-village panel techniques, the author investigates whether switching to the more bureaucratic type of governance influences service access.
