		<description>I don&#039;t have any direct experience with these rat population explosions, but  Bertil Lintner attributes the end of the CPB&#039;s opium crop substitution program to the 1976 outbreak (see pg 266 in &quot;Land of Jade&quot;.  I think the Kachin State was also affected in 1976.</description>
