		<description>Has the bill been published in the Royal Gazette yet ? 

The bill was passed in the senate  on nov 21 2007. As of feb 3 2008, it wasn&#039;t published in the Royal Gazette (JANCHITFAH S (2008) Flaws in the Forestry Bill. Bangkok Post,  (feb 3).

Is this delay normal? How long does it usually take? 
I&#039;d really like to know what happened once the Samak government came in. Did they approve the bill and send it for royal approval or not?
Did the Royal Juridical council conclude that it was violating the 2007 constitution? 

Anyone knows ?</description>

		<description>Thanks Sango, it would be good to get some open debate going on this. Sometimes I think there is an informal rule of lèse communité in Thailand that makes academics and activists reluctant to openly debate community forestry. On the issue of security - I agree this is a key issue. But I am unconvinced that a law that prohibits agriculture in community forest areas (and that is what the people&#039;s version of the community forest bill proposed) does anything to enhance the security of those residing (and farming!) within or near forest reserve areas.</description>

Is the continuation of informal forest use preferable to the greater scrutiny over forest management and use that might come with a new law? My own sense is that the answers are not clear cut and ultimately will depend on specific circumstances, but I&#039;d be interested in the views of people that know Thailand better than I do.</description>
