It has been reported that “The Human Rights Foundation Malaysia” (HRFM) has testified before U.S. House Committee on Foreign Affairs and the Tom Lantos Human Rights Commission on “Institutional Racism in Malaysia.”
The HRFM is led by P. Waytha Moorthy, one of the founders and leader of the Hindu Rights Action Force (HINDRAF). His brother, P. Uthayakumar, also a founder of HINDRAF is now leader of the Human Rights Party.
The report provides a variety of statistics, news articles, reports, academic articles and anecdotes to demonstrate the scale and depth of the discrimination that non – Muslims face systematically in Malaysia. It pays close attention to the plight of the Malaysian Indian poor, who appears to suffer disproportionately.
The Government of Malaysia would do well to counter these “hard evidence.”
A summary of the report is available here.
The full report titled, ”Institutional Racism and Religious Freedom in Malaysia” provides an interesting view of how embedded racism is in Malaysia.

I’d stop reading after the mention of 3 LINE. No evidence. No proof of allegations. What a joke. A secret society sanction by the goverment? Blatant lies.

Hindraf would do well not to compare themselves with Mahatma Gandhi, Nelson Mandela or Dr. Martin Luther King. Each of these leaders were peaceful, open to negotiation on neutral terms and had nothing in their policies or structure that favoured family members.
The Hindraf movement has become irrelevant and incredulous with its far fetched claims and by their own contradictions and violations of their own stated principles and objectives.
Hindraf is a nepotistic organization that does not resile from using children as human shields to further their causes. And those children they have in the past used come from the very families of the same leaders whose claims to leadership are conveniently protected from public scrutiny by their refusal to become a registered political party which they are by any other name .
Waythamurthi must first allow the” movement” which is what he refers to Hindraf as to be more transparent, inclusive and accountable (especially for the funds that have not been accounted for, raised during the November 2007 march).
If Malaysia is a racist country it is not by UMNO alone in fact not at all by UMNO but by the caste and race divisions created by the MIC, its predecessors and the MCA. They bargained for the race based enclaves which they now wallow in uncomfortably. That’s neither the fault f UMNO or the Barisan but of the political leaders of each of the other two parties non UMNO.
Tun Sambanthan on behalf of the Goundars created a caste based hierarchy excluding all non Tamil talent from the party’s central committees. His successor Tan Sri Manickavasagam did no better. Both furthered their own adventures as did Samy Velu who it must be said for all his faults did better for Tamils in Malaysia than the other two.
Hindraf which courts the heat and the powerful political lobbies of organizations like the VHP (Vishwa Hindu Parishad) must understand the race and religious based fundamentals of the VHP before casting that first stone against UMNO. And that too in the US of all places which celebrates institutionalized racism as a virtue and political philosophy. Malaysia had democratic government long before the US embraced that concept. We had independent and democratic government whilst Martin Luther King and his people were fighting for the right to vote and to travel with their fellow citizens.
The VHP has been behind some of the most vile anti Indian violence in India. How could anyone forget their vandalism in the destruction of thee Babri Masjid (a 13th century mosque built by the emperor Babur), a national historic monument? The other act of infamy of the VHP being their support for the chief minister of Gujarat Narendra Modhi a man who masterminded the massacre of over 2000 unarmed and helpless Indians simply because they happened to be Muslim. Modhi has been banned from travel to many parts of the civilized world including the US because of outstanding warrants for his warrant for that crime.
Hindraf would do well to learn to negotiate and become more inclusive, a part of the mainstream process of political discourse and activity. Rather it has been back bitten by Bersh’s leader Ambiga Sreenivasan in her off the record remark and on record policy of excluding them.
Ambiga is Brahmin the mainstream of Hindraf Shudras, Motheliars, Goundars and other castes. Now therein lies the problem with the problems of Indians mainly the Tamil Indians in Malaysia. Their continued practice of the caste system. Perhaps Waythamurthi would care to explain why the mainstream of Indian politics in Malaysia is so fractured with the educated supporting government, the opposition and the rest if they care Hindraf.
Government has not denied Hindraf a place at the table. It has simply demanded Hindraf become part of the mainstream. Syed Albar and Badawi are not all of UMNO. These two are an anachronism and maybe part of that diversity which is the Barisan and UMNO. Lets see some democratic examples of Hindraf’s policies and its actions through a diversity of leadership if it has such policies and structures.
If not Hindraf remains a rickety platform on which those who stand have a self tied noose around their weak necks.

Dear Gopal. It appears you are out of touch of what is happening on the ground to Malaysian Indians. You are probably referring to the 1950′s and 60′s on the caste and MIC politics. The Indians political landscape has changed so much and i guess you are out of touch and have been too comfortable at your dacha in Australia. The Hindraf accounts have been audited and accounted for by Public accountants and it is in the Hindraf website if you care to look for it.
Malaysia practices institutionalised racism. The malays and elite indians are still living in denial. The truth would come out sooner.

Dear Saeran Pandian, if the 60′s is what I rely on for my information as you so eloquently put in your post, you live in a dimension devoid of reality and the denial you speak of.
Waythatmurthi himself made a remark to an Australian journalist over the phone that the MIC and Indian politics are based on caste divisions. There is no reason to require a Phd thesis to reinforce the truth of his assertions there. It is clearly visible and patently obvious for those who will see. The Goundars he sai had warned him not to interfere with the MIC or to bring it to disrepute. That’s not the 1960′s that’s 2010.
The auditing of Hindraf’s accounts as placed on their website is of little value considering the conditions under which these were presented. Waythamurthi was not present for any independent committee to interview in order for the accuracy of the accounts to have been verified as being accurate.
Ambiga is celebrated on the Brahmin website as their pin up girl being of Brahmin stock as she lays claim to. It was her aversion to the ‘lower caste Indians at the MIC and elsewhere’ that Abdullah Badawi capitalised on to attack Hindraf.
The Ostrich has reason to place its head in the sand. Indians like you do not have any. For our part, on our blog, we speak directly to those involved in the political landscape of places like Malaysia. We are not the Nutgraph or the Malaysian Bar or Raja Petra Kamaruddin and his flights of fantasy.
Why are there no other Indians except for a few Kerelites and Andharites in the MIC? institutionalized racism? did not the Indians ask for the MIC and Tamil school;s which has rendered most of its people unemployable and inarticulate in a society where Tamil has no utility? Thats institutionalized racism and exclusivity that keeps the poor Tamils in abject poverty and servitude to their Brahmin and Goundar masters.

Greg Lopez , quoting from RPK – the guy who accused someone and made a statutory declaration only to make a big u-turn a few years later. I don’t know about you but I won’t even trust anything he wrote – ever.
By the way, the article written implies they are 3 line by the stripes flag used by PEKIDA. For all we know, it could mean a lot of things but you do realize that the author is (again) merely accusing some organization of something they’re not.
PEKIDA is far from a secret society that RPK suggest http://www.pekida.org/portal/index.php
PEKIDA is a acronym for PERTUBUHAN KEBAJIKAN & DAKWAH ISLAMIAH MALAYSIA which means Charity Organization & Islamic Da’wah Malaysia

Hi Fadhli #8,
RPK cannot be trusted ? Hmmm….not so sure about that. His website gets about 10 million hits.
I mentioned in a discussion sometime ago that we all have our own realities or perceptions.
And for you, PEKIDA is a charitable organisation. For others its the militant wing of UMNO.
Is Biro Tata Negara a government department or a racial indoctrination agency?
Is the Malaysian mainstream media an independent enterprise or a branch of the government’s communication department?
There is more..but I leave you with some expensively manufactured perceptions.
– Prime Minister Najib Razak is the leader of the Global Movement of Moderates
- Malaysia is a model for religious and racial tolerance.
By the way, do you agree with parts of the report that uses government statistics.

I challenged RPK to establish the authenticity of that “mystery letter” he handed to Gobind Singh Deo to hand to the first inquiry into the death of Teoh Beng Hock. Deo Singh’s actions in handing up that document to court constituted an act of contempt. It was an unsigned document the provenance of which was in doubt and the object of which was to pervert the course of justice. It was later discovered to be a fraud. RPK fled after that letter and the article in my blog.
I was contacted by an individual from the AG’s office asking me to clarify the grounds for alleging contempt. I did in a separate advice to them after which someone I know and who RPK knows (a mutual acquaintance) emailed me that I was the subject of a poison campaign by members of the Malaysian Bar who were asked to attack me on any forum at every opportunity they got.
I wear that as a badge of honour.
Raja Petra Kamarudddin is a man who is without any sense of self respect or dignity. That applies to his followers as well. He does not get 10,000,000 hits. Far from it. The largest number of hits he received was 52,000 and that too the subject of repeat hits by his followers during an audit.
RPK and his followers do not realise that their every move is watched and monitored carefully. And thats not a bad thing. Because RPK and his followers have done nothing more than to justify the ISA for their menace to society.

“We will not allow our people to be insulted. We will not back down by even an inch. We are warriors,” he said to cheers at Pertubuhan Kebajikan dan Dakwah Islamiah Malaysia’s (Pekida) gathering here before leading cries of “Hidup Melayu (long live the Malays)!”
That is the statement made by PM Najib in his address to PEKIDA.
Please tell me again.. which part of that reflects a moderate moslem? Which part of that is a speech to a “charity and welfare” organisation?
Exactly who is PM Najib going to war against? Who is he threatening with violence? AND who has been insulting the Malays?
Let me quote (sorry only generic quotation);
We Malays need special help from govt.
We Malays have to be taken care of, otherwise we cannot compete with the other races – especially the Chinese (Chinese Malaysian)
We Malays need.. special entry (lower grades) to inst of higher learning.
To me that is a broad insult to the Malays? Are the prople who are saying the above assuming the Malays are either physically challenged or mentally challenged.. to use “politically correct” terms

Hi smarts,
RPK has 10 mil hits so can be trusted? Kim Kardashian has 10 mil viewers, so I bet she must be trusted.
Tom Lantos died in 2008, if you googled you’d find out. Theres data in that ‘report’ from 2011.
Two-thirds of it is true, but typical Malaysians for trying to sensationalize something by affiliating it with supposed influential people who unfortunately are dead.
I’m Malaysian, and I am a victim of institutional discrimination, but with the stupidity I see from ALL Malaysians, not just those in power, it seems better to leave the country than try changing anything.

Just like if a woman gets raped, she needs 4 MALE witnesses to prove the claim. If she can’t SHE is convicted for having sex with the rapist, and no witnesses are required for that. This is the culture.

Hi Ollie, #12.
I feel for you. I hope your better treated where-ever you are.
1. RPK’s website.
The convention is to compare apples with apples. RPK’s blog can be considered a socio-political blog. So, we can compare his blog with other media outlets that provide socio-political analysis. People visit Kim Kardashian’s website not to find out the truth about Malaysia but for things that I would not even bother to speculate.
So, if one wanted news on Malaysia – you will not go to the mainstream media but to the alternative websites and among the alternative websites, MT is tops.
2. While there is no censorship on the internet, people assume that it means anyone can say anything. This is not true. It does provide anonymity, if one chooses. But if one puts their money where their mouth is, and be brave and reveals oneself, its a different story. One is then liable for what is said. Rocky Bru found out recently when he posted in his blog that Rais Yatim raped his maid.
RPK has never tried to hide his identity.
3. If you read the statutory declaration and what he said on TV3 – there is no inconsistency. In his SD, he said, that he had been told by so-and-so that Rosmah Mansor was at the scene of the crime. He did not say that he saw or he knew that Rosmah Mansor was at the scene of the crime. It was definitely a mistake to speak to TV3 in my opinion, especially pre-recorded, knowing their reputation for spin. But the point is, what RPK put in the SD is no different from what he said on TV3.
Read HERE for RPK’s explanation.
4. I agree with you that a majority of Malaysians are stupid. Its also the same with Australia, the US, the UK, India, China..or anywhere. That’s the nature of human society.
However, its critical that we have the best 5% leading us – otherwise its disastrous. Democracy, is the best way to manage stupid people and get the best to lead – if done properly.
So, the US (not always – re George Bush Jr), Australia (heaven forbid Tony Abbot), etc..do get many (not all) of the best and brightest to lead their countries. Its not the case in Malaysia.
That needs to change.

The last 3 comments allude to a level of bigotry and ignorance that has become a staple of Malaysians who have found the internet as a convenient tool to do what they otherwise do at coffee shops. And that is to wax lyrical about things they do not understand and in the process allow their latent prejudices and ignorance to come to the fore.
What is it about Najib Razak, Prime Ministers words that offend? The Malays do perceive themslves as a race of wariors like the Marathas or the Sikhs or the Rajputs see themselves as warriors. That of itself does not mean they are about to declare war on anyone although they can be forgiven for declaring war on bigotry and the encroachment by Chinese and some Indians on their rights recognized at international law to being the natives and therefore rightful owners and original inhabitants of Malaysia.
The right to respond to the threat to the Malay’s rightful dominance of the Malaysian archipelago is an inalienable right of the Malays both as recognized custodians of the territory they call Tanah Melayu and everything that is culturally Malay and as a majority in a democracy. whats your problem with that Neptunian? You may keep banging your head against a wall f someone else does not do it for you but you will change nothing except to perhaps create a greater deal of intolerance from the majority against people like you who are non Malay.
The dominance of the Chinese in trade and commerce began with the false premise that the Chinese somehow ar superior in business, having been firstly given special rights by the British who conned the Tengku into extending that right to them.
Joe Studwell one more amongst many others has documented the Chinese art of business prowess which includes strong arm tactics by their Triad thugs, corruption, prostitution, drug peddling then going legitimate by corrupting poorly paid public servants. It is endemic throughout Asia and wherever they go and is a legacy of the British and American anti communist bullwark they created using one form of Chinaman (the Kuomintang) against the other equally destructive Chinaman the Maoist.
Australia and India the US and Canada all practice a form of positive discrimination which Malaysia also practices. In India it is the OBC (Other Backward Castes) preferential treatment in education, business and reservation for jobs.
In Australia it is for mainly white women although they say it si for women, a discriminated class. It has endured for decades. In the Americas it is for the Afro Americans and American Indians and yes the white women in the name of womens rights.
The Malays must defend themselves against the encroachment of the likes of the Chinese using the Amah Ambiga Sreenivasan and the power of western lobbies like Hillary Clinton, the Australian government and the British Cheevning scholars as their Trojan horse to dominate the Malays.
If you believe in a democracy you must accept you have a right to express yourself Singaporeans and Chinese in China do not enjoy. You must also accept that the Malays in all their forms, orang Asli Kadazans and Dayaks or other have a right as a majority inspite of their internal differences to exercise over you. If you do not like it find a utopia where you will find the glories of an unfettered freedom where everything is equal and without blemish or human folly.

Clarification:
4. HRP was not testifying to Tom Lantos but to the Tom Lantos Human Rights Commission.
5. The data
One uses knowledge (theory, observations, etc) to make sense of data. For example – If 99% of the highest ranking positions in the public sector come from a particular race in a multicultural country – how would you interpret it.

Hai Greg,
I have to disagree with you on the “not the best and brightest” leading Malaysia. Those guys in BN (mainly UMNO) are pretty damn smart. They just lack morals and compassion.
Being corrupt, vicious, and uncaring is nt the hallmark of “daft” people. It is the hallmark of people lacking in compassion. In the words of the “Buddhists” – have not attain a high level of humanity (in the sense of spiritual attainment)

Malaysia is really racist and this is known by most expats and every adult citizen in malaysia. Malay have minimum 10% discount on buying properties and some areas only let malays buy. malays crime offenders are let go easily too. even i have read kfc which was franchised by malay here charges malay cheaper price. property can let these so-call aborgines to get even up to 50% discount. that included some national shares provide them sure earn money!
The truth is malays arent aborigines at all! From history they come from Sumatra, Indonesia! In my kids history, Parameswara which is the first empire builder in Malaysia kingship comes from Sumatra. He is pirate leader which was under chased by ancient Indonesia king’s man for pirates activity. He landed at Temasek (old name for Singapore) and befriended the king. Later Parameswara the traitor kilkled the Temasek king and named himself the king. Short time later, the Temasek orginal people went against Parameswara, so he ran to Melaka. There is where he built his new empire. So Malays, Indians and Chinese are all the same, non aborigines. Why Malays rules? Due to greed and believes on Indians and Chinese made them let the Malays to rule on the new Malaysia independence from British. Malaysia also means Malay sial. Sial in Malay language also means bastards, bad luck, whores, dirty, sluts,…
Too bad now the Malay had changed all the history books and the roads/buildings/temples/….. on most ancient chinese/indians names.

Malays in Malaysia came from the the Malay Archipelago – refers to the archipelago between mainland Southeastern Asia and Australia. The name was derived from the anachronistic concept of a Malay race.
So even if their origin is Indonesia during Parameswara time or before Melacca and any other states in Malaysia was established; they were only moving around their own region. Chinese and Indians did not originate from this region and were immigrants in those days. But all that is in the past and now we are all citizens of Malaysia. Chinese and Indians are not discriminated against basic human rights to live and practice their religion and culture in Malaysia. What has happend is the Malays and Bumiputeras are given special privileges from education, leadership and economic perspective to ensure the economy pie is spread more equally amongst all races. This may or may not have been the best way to manage the country but it was done. Moving forward hopefully we can look beyond race and give merit where its due especially in education. In term of religion, yes special privileges are given to Islam as it is the religion for the Malays but this does not discriminate others from practicing their religion.

Thanks Greg,
Just read it and yes i do to a large extent agree with the article.
I am half Indian and half Malay with mostly Chinese friends and hope that my unique perspective and experience in terms race relations within my family and friends can one day be the way things are in Malaysia.
My comment above was jut to respond to the comment from “Truth”. I wanted to point out that the Malays originated from Malay Archipelago which includes Malaysia those days and therefore they cannot be termed as immigrants if they hail from another part of the Malay Archipelago like Sumatera. The settlement had begun before emergence of independent countries like Indonesia, Pilippines, Malaysia, Singapore, etc from what use to be the Malay Archipelago. Though there are evidence of some Chinese/Indian settlements before colonization/during Malacca Sultanate – due to trade with Indian traders or forging ties with Chinese empire -majority of Chinese and Indians were brought to Tanah Melayu (as it was called then) during colonization era including my own Indian grandfather and grandmother. The fact remains that the Chinese and Indians did not originate from this region – Malay Archipelago.
Having said that i dont think acknowledging the history of various race origin in this nation makes one a racist. What makes one a racist is when one discriminate a person because of his/her race.
Also, whilst i understand why special privileges has been given to Malays and Bumiputeras, i do agree that it these privileges has been misued to benefit only a small elite section of the Malays whilst the majority does not benefit from it at all. Which is why i suggested that moving forward, all these privileges should only be given based on merit regardsless of race. I soon will be giving birth to a daughter who will be more rojak that i am as my husband is also of mixed origin like me and i do hope by the time she grows up that we are only known as Bangsa Malaysia.

Faz, thanks for sharing your views.
I think the key issue is that Malaysians do not understand the concept of “citizenship”.
It should not matter what your heritage is or how long you have been in Malaysia.
What is important is if you/one is a citizen – that the rights accorded should be similar. This is not the case in Malaysia.
And it is not the issue that it is badly implemented. It is the thinking behind it (that Malays deserve to be accorded special privileges because they are “natives’).
My question to you Faz,
Will Muslims or Malays (Malaysians) accept non-Muslim (Malaysian) leadership purely based on merit.
It is demonstrably clear that the majority of Malays and Muslims will insist only on Muslim leadership either from UMNO, PKR or PAS.
And I believe this is the real tragedy of Malaysia.
That Muslim and Malay Malaysians cannot accept non-Muslim Malaysians as leaders even when there are several of them who are demonstrably better than the present set of available Muslim leaders (From PAS, PKR and UMNO).
Will be very interested to hear your views.

Racism exists everywhere, but in Malaysia it’s a uniquely different one. To the contrary, Human Rights Foundation Malaysia isn’t stating the obvious when they’re presenting racism in Malaysia to the Americans, perhaps what most Malaysians are in denial of is the presentation of what’s called INSTITUTIONALIZED RACISM.
My family has become one of the Asian diaspora communities formed in most first world countries, mainly America and United Kingdom. They were aware that unlike first-world country racisms, Malaysia has the worst form of racism after apartheid South Africa.
Especially for the Malays, I should point out that you shouldn’t be in more denials when I point out where your main faults lies.
When in a situation where the people gathered are totally Malays, the group would criticize and badmouth the Chinese and Indian communities. They would brand the Chinese as uncreative opportunists who stole what was rightfully belonged to the Malays such as big businesses, and even steal ideas from the Malays. And Indians would be branded as low-class citizens who only causes havoc and commit serious crimes, and that Indians who holds a high post somewhere is a person with no qualification whom has ties to either Samy Vellu or Ananda Krishnan to be able to hold that post (aka cronyism).
First of all I would like to say that although majority of the Chinese community are ambitious people and opportunists, what makes them successful and different from their Malay counterparts is that they are smart enough to start up a union, collect funds and fund businesses so that hardworking Chinese communities would not end up jobless. And most Chinese people have a thrifty habit; they do not overspend their hard earned money unlike the Malay majorities. It is a rare occasion when I get to see Chinese people going to a shop asking the shop assistant to get them the most expensive useless stuff they have in their stores, whereas it is also rare to see Malays going into a shop looking for the cheapest but useful stuff. Malays mostly spend their money on stuffs they end up not using in the long run, especially if the shop is something like an expensive boutique such as Quiksilver situated in a glamorous shopping mall.
Enough with the Malay-Chinese spending habit, now we move on to institutionalized racism. Examples are already shown in the report, and although many first-world countries had similar policies that institutionalizes racism during the last 50-100 years ago, however they have amended their Constitutions from time to time and almost all kinds of institutionalized racism policies had been eradicated, but the UMNO-led Barisan Nasional coalition had been amending the Malaysian Constitution in a way that institutionalized racism and religious extremism is becoming much more sanctioned. To punish people for discussing topics relating to Malay benefits in Article 153 is INSTITUTIONALIZED RACISM, so no need for denying.
Right now, America has considered branding Malaysia as an apartheid state, and after GE-13 if no changes are made to the Malaysian policies then Malaysia would be expecting a major economy downturn due to outward migrations of brilliant minds and severed diplomatic ties with major countries. Singapore will stop buying fresh water supplies from Malaysia if it starts having the technology to filter out seawater efficiently enough in a short time to cater to the whole island. Mass influx of Indonesian, Bangladeshi, Burmese, Nepali and Pakistani cheap labors will worsen the economy. Malaysian Ringgit (MYR) pegged to the Saudi Riyal will lose it’s worth due to the Middle-Eastern conflicts in the future. The only industry that Malaysia can hold onto is tourism at the end of the day, and it will worsen when the government decides to take religious extremism to a higher level.
Look at America, United Kingdom, Australia. Asians might think that these country are run and flourished 100% by whites, but in reality although policymakers in these countries are mostly whites, the country’s roots are held tightly in place by Asian diasporas worldwide. There are many Indian scientists, Chinese engineers, Korean technological experts and many other Asians at their best. There is also no doubt that there existed great Malay minds – the first MEASAT satellite engineering team had a Malay engineer amongst them.
So before you gather with your racial group and make insults of other races, bear in mind that their racial diaspora communities outside has better minds than you do. Ever wonder what was the hardships and criticisms the Chinese had to face before having appliances and accessories around the world being marked “Made in China”? The Chinese communities had made their own worldwide history, and now the world knows China. Believe me, you go to America and most of the citizens don’t even know a country called Malaysia existed, and when you show them the Malaysian flag they think that you’re making fun of their national flag. Malays touring the United States will be thought of as Mexicans. How sad it is for people not to know anything about your race, culture, country and yet criticize your religion?
