While saving lives is the number one priority, almost every country is also struggling to mitigate the socio-economic impacts of the Covid-19 pandemic. National emergency response plans have forced countries to run large deficits and overhaul their budget allocations. In Indonesia, the government and the parliament agreed to temporarily abandon the 3% rule of deficit-to-GDP ratio. But it is still not sufficient. There is also an urgent need for response at the international level.
