Abstract: Social dialogue is frequently named as a key element of a just transition in global policy statements (e.g. COP26, 2021; ILO, 2015) as well as in the academic literature (e.g. Pai et al, 2019, Green & Gambhir, 2019). However, energy policy literature is limited in terms of its exploration of why social dialogue matters and suggestions on how to make it more constructive.
