Herman Joseph S. Kraft is a Professor at the Department of Political Science at the University of the Philippines in Diliman, Quezon City where he teaches courses in International Security. He is currently a Visiting Fellow at the ANU Philippines Institute and the Strategic and Defence Studies Centre doing initial work on the prospects for deepening Philippines-Australia strategic relations. This proceeds from his continuing interest in Philippine foreign and security policy. He has an MA in Strategic Studies from the Australian National University.
This lecture examines the contemporary significance and key issues relating to the development of a national maritime policy in the Philippines.
A usual description of the geographic nature of the Philippines begins with the fact that it is an archipelago. Yet, the maritime component that constitutes a significant part of its territorial domain has largely been taken for granted. This has been changing over the past few decades as the economic and security significance of the country’s maritime domain have been accentuated by events in the West Philippine Sea. While the issue goes beyond the West Philippine Sea situation, there is a need to give emphasis to shifting Philippine governance from land-based concepts to a unified maritime framework that would cover areas ranging from economic activity to environmental conservation and management to security. A National Maritime Policy provides the platform whereby such a framework can be enacted and made operational.
