Included in the study are (1) priority setting methods and their critical factors (2) further considerations in the economic evaluation of scientific research (3) the proposed evaluation systems and its application and (4) its establishment of priorities. Overall, the paper reviews the appropriate methods at the research level to help identify the most effective method.
